[Legal Basis]
- Canadian Environmental Protection Act, 1999 (CEPA)
[Main Points]
Purpose:
- To assess the environmental and health impacts of PFAS and outline a comprehensive risk management strategy.
Scope and Policy:
- State of PFAS Report: Concludes that PFAS (excluding fluoropolymers) are entering the environment at levels harmful to both ecological and human health.
- Risk Management Approach: Proposes a phased prohibition on PFAS uses:
- Phase 1: Ban on PFAS in firefighting foams not currently regulated, due to high exposure risks.
- Phase 2: Prohibition of PFAS in consumer products where alternatives exist, such as cosmetics, food packaging, textiles, and ski waxes.
- Phase 3: Further evaluation of PFAS uses in sectors lacking feasible alternatives, considering socio-economic factors.
Implementation:
- Public Consultation: The Risk Management Approach is open for public comment from March 8 to May 7, 2025.
- National Pollutant Release Inventory (NPRI): Starting in 2025, facilities must report PFAS usage to the NPRI to enhance understanding of their environmental impact.
Regulatory Impact:
- Industry Compliance: Manufacturers and industries using PFAS must transition to safer alternatives or cease specific PFAS applications.
- Environmental and Health Benefits: The phased approach aims to reduce PFAS pollution, safeguarding ecosystems and public health.
Additional Information:
- Stakeholder Engagement: The government will continue collaborating with Indigenous peoples, industry experts, and other stakeholders to refine and implement PFAS regulations.
