Ministry of Environment Public Notice No. 2024-612

The Ministry of Environment announces a partial revision to the "Designation of Restricted and Prohibited Substances" in accordance with Article 46 of the Administrative Procedures Act, to inform the public in advance and collect opinions.

 

1. Reasons for Amendment:

- Based on hazard assessments as stipulated in Article 24 of the Chemical Substances Control Act, substances with high potential for risk due to road use will be newly designated as restricted substances, including naphthalene and methyl methylenedianiline.

- Talc currently designated as restricted will now be classified as a prohibited substance when used in products applied via spray.

 

2. Main Content of Amendment:

- Substances like Talc (Identification No. 065-5-7, when mixed with more than 1% of quartz) will be classified as prohibited substances.

- Add restrictions on Talc (Identification No. 065-4-27) mixed with more than 1% quartz.

- Extend restriction on naphthalene (Identification No. 065-5-8), prohibiting its use in paint and spray products.

- Methyl methylenedianiline mixed with more than 0.1% quartz will be newly designated as a restricted substance for use in household and construction materials.

 

3. Submission of Opinions: Any individual or organization with opinions on this amendment can submit their feedback by October 16, 2024, to the Ministry of Environment's Chemicals Policy Division.
