National Institute of Environmental Research Public Notice No. 2024-56
The National Institute of Environmental Research (NIER) announces the enactment of regulations on the method of preparing hazard information for chemical substances subject to provision in accordance with Article 36(3) of the Enforcement Decree of the "Act on Registration and Evaluation of Chemical Substances."
1. Purpose: These regulations aim to provide necessary guidance for preparing hazard information when supplying chemical substance data under Article 36(3) of the Enforcement Decree.
2. Definitions: The definitions of terms used in these regulations are in accordance with the "Regulations on the Method of Preparing Registration Documents" from the National Institute of Environmental Research.
3. Content of the Hazard Information: The hazard information required under Article 35(7) must include the following:
- Industrial/Professional Use and Consumer Use: Clearly differentiate between industrial/professional use and consumer use, specifying the quantity supplied and confirming the intended usage.
- Working Conditions for Industrial/Professional Use: Describe the working hours, exposure levels, and relevant working conditions related to the use of the chemical substances.
- Risk Management Measures: Specify risk management measures to reduce or eliminate both direct and indirect exposure to hazardous chemicals under the identified working conditions. These include steps for disposal and treatment of waste materials to minimize exposure to workers and the environment.
- Exposure Scenarios: If "working conditions" and "risk management measures" are applied as assumed (for example, optimal working conditions), detail the potential exposure levels.
4. Review Process: The Ministry of Environment will review the adequacy of hazard information every three years, starting from January 1, 2025. Based on the review results, improvements or corrective actions may be required.
Supplementary Provision: These regulations come into effect upon the date of their publication.
